Who's that media scalawag?

Why do media personalities in this city cannot be one? This problem has been there, I have noted since I came into the world of media in the early 80s. There is so much jealousy, intrigue and disagreements among members, more than ever.

I thought everybody in the fold sports professionalism in handling and treating issues. It appears there's a lot up there who acts more than a scalawag as they cannot be responsible and upright.

I abhor attitudes of some media members attacking others for childish and baseless reasons, out of jealousy and hate using their medium and worse of all humiliating themselves on air exposing other member's dirty linen in public, contrary to public behaviour and journalism ethics.

Who's that media scalawag? The devil deserves to be in hell, not with ZPPI. He needs to be disciplined. As member of ZPPI he must explain to protect, substantiate his claim or else his misdeeds be meted penalties and sanctions. And I would recommend, If necessary castrate his balls, if indeed he is by gender a man. He should be expelled rightly out. He does not deserve that public trust and respect.

This media man in so many times as reported, had been figured in many and scandalous and anomalous transactions involving money in the past. Has defrauded others rights to the point of molesting innocent women and children that amounts to raping their dignity. It is about time he must pay the crime he has done to society. He has no place in this city. He should be consigned back to where came from.

Let there be peace at sitio Balabag

Along with the other media personalities in this city, I've attended the mining forum in the municipality of Bayog over the weekend. I was not as important as other guests who attended in the forum. But I felt elated having been there, once more, met and greeted with "hugs and hello's" by old time buddies in the government service, in that area having been there for over ten (10) years, more or less, being the town's Local Government Officer, of which those times of wine and roses.

The mining forum initiated by its new Chief Executive, Mayor Leonardo Babasa was a timely activity considering the problems the municipality is confronting now especially with the influx of people at the new mine site area at sitio Balabag in barangay Depore, Bayog.

Apart from the problems of governance which are well within the scope of the LGU management, what the small miners are apprehensive all about is the forthcoming full operations of the TVI group. As part of our social and corporate responsibility to the community, we urge the Local Unit, thru its Mayor and the Sanggunian Bayan, to revisit their functions and duties spelled out in the Local Government Code. That is to harmonize everything and end once and for all the management problems in the area.

Grapevine news are spreading like wildfire that within 12 to 18 months the TVI which is a foreign based company may eventually forced the small miners out from the area. The question are its metes and bounds. Both the small and the TVI cannot agree on its boundaries. Each is claiming each. Both does not know where to go and how to solve the issue. What we know is the fact TVI has a greater influence over the small scale miners. These are news that are not confirmed yet. But that the likelihood is that it would happen so soon.

Mayor Babasa in an exclusive interview, said he will protect the small scale miners because most of them are organic residents of the area, apart from the fact that the influx of residents coming from the nearby areas are seeking his protection. But how far could the mayor protect them with the way and style is going? TVI on the other hand is silent on the present issue. As said by its spokesman, as much as possible, their existence over the area would respect the idea of mutual and peaceful co-existence with the small scale miners. But that is not a guarantee. By now the local government of Bayog must start exploring solutions before the time lapses.

The local miners are by law protected. But the way I look is that money is more powerful and influential than any good arrangements made down the level. I have the assumption that after all the dust have subsided, the small miners can be relegated down the corner. And an unprecedented trouble could just erupt. That is the time the military and police could come in.

At the moment, our concern is the lifeblood of the small miners. Not much on the rich groups that at present is making their heydays at the area. The small miners consisting of residents of the town, to include the number of IPs living in the area. We know that if the government cannot avert the present signs of disorders, the people affected can fight their way up by the other means. And everybody knows what I mean. These are matters that both local and national governments, must not take the issue sitting down.

We do not side with anybody. It is not enough that LGU officials get what they want out of the business at sitio Balabag. What is necessary is an effective action that could eventually thwart any bloodshed in the future between the small scale miners and the large and foreign interests now present in the area. Gone are the days of running gun battles in that area. Let there be peace. Peace that would dwell within the every hearts of the people in the municipality of Bayog.

When a kapri falls in love

Until now, I wonder if indeed it is true that even now-a-days a century old Balite tree that usually grows up in an obscure part of a community is still being inhabited today by people from the Ingkantasia?

Balite or kahoy nga taw-an, so goes the old folks. A Balite tree inhabited by a Kapri? What the children knew of a Kapri is a tall and lanky guy, dark by complexion and usually gets out to meet his friends during evenings only, with a big bundle or rolled lighted tobacco or "tinustos," in the vernacular. A Kapri is capable being visible by our naked eyes, only at times if he wants. But often times he is hiding in his kingdom, and can't be seen, but can see his object anytime of the day. At times, if he finds you wholesome and nice to deal with, he invites you to his kingdom only to share and exchange pleasantries. But creates to threats and harm against his friends in the neighborhood. He is your friend, and later he will send you home with enjoyable and lively experience out there.

Ingkanto nga nagpuyo sa Balite, daghan kaayo ni storyaha sa bukid, bisan karon. I often heard this from our old folks. My mother used to scare, me "don't go near the Balite tree, kay nay Kapri nagpuyo diha unya mangidnap ug bata." For purposes of this work, I do not know if I got the correct meaning of the word "enchanted." But as far as my learning is concerned the word enchanted, means charmed, enthrallment , captivation, or elation and delight, that has some bearings with the unseen personalities of the unseen world of the Ingkantasia.

The word "enchanted" has been referred locally to the vernacular as "ingkanto." Mga tawo nga dili ingun nato. But the controversial Balite tree that is found in the municipality of Guipos, this province is not anymore inhabited by a Kapri. Because the Kapri lives out somewhere in the blues. But a Kapri, as alleged by the allegators, keeps visiting Guipos every now and then, amidst his cordon sanitaires on a fleet of limo. Why at Guipos? Because, accordingly the Kapri has fallen in love with a beautiful and dashing lady at Guipos town, named Nosette.

But it's no surprising a Kapri falls in love. Because, just like anybody, considering his powers and weaknesses in the world of ingkantasia, a Kapri has the weakest of the heart. Though, child friendly, just like an ordinary man ( Kapri loves female children ages 15 to 18 years old) he easily succumbs to temptation of beauty, figure and lust. Would you blame a man, or even a Kapri, for that matter if that is what you call him, falls in love with the immortals? That is indeed if true? The truth and in fact, he is telling what he has in his heart. And that because he cannot afford to lie, because he knows it is a sin to tell a lie? What everybody knows is that when one fall in love, be it a normal man or someone possessing supernatural powers, his love knows no bounds. And all things being equal, in peace and in war, now give me war, or even give me death.

When I was young, I used to hear stories about a lovely lady next door being impregnated by a male inkanto. But the child, after the delivery doesn't have a look like that of an ingkanto. I do not know if the girl saying was indeed true, or just she merely concocting an alibi to hide her secrets about her begotten child. But today, there is no truth however to the allegations, a beauty in Guipos town had been impregnated by a Kapri. If that happens, then that story would be the first of its kind that would happen again in this once worst governed province. Now, Guipos town is the center of the controversy, whoop down by the lovers from the world of Ingkantasia. This story has rocked the city residents. The story reached far and wide, in the nooks and cranny of this computerized world.. And it keeps spreading, all the while like wildfire.

If one wants to get a Kapri profile, he stands tall, husky, bearded and long-haired. Unlike his traditional and fave "tinustos" na tabako before now, a white or red Malborro. In the advent of inexpensive whitening lotions in the market, just like Vice President Jejomar Binay, his skin is tanned, and with all the qualities, honesome, risk taker and daring, that young girls appreciate and love. Meet him during the wee hours of the night, especially when the moon is high.

Too bad for Cong Singson

It's too bad for Congressman Ronald Singson.

Ronald, a musician and son of Ilocos Sur governor Chavit Singson who ran for a congressional seat in Ilocos and won his first term during the recent May 10, 2010 elections.

He was arrested in Hongkong just as the botched hostage taking happened in Manila in about the same months of last year. Speculations are high that the Chinese government might take the chances against Cong. Singson, who is now detained in that once old British city. The Ilocos Congressman was arrested in Hongkong on charges of importing illegal drugs through his hand luggage.

Philippine legislators, particularly the House of Representatives in Manila are apprehensive that the Chinese courts might make Singson a bargain, in exchange of the eight {8) Chinese nationals who died during a failed hostage taking sometime in August, last year inside the tourist bus commandeered by a run away police officer. That botched rescue sparked outraged between Hongkong and Chinese governments. If the Chinese courts would take it against their suspects as speculated. It would be unfair on the part of the Singsons. Sana huwag naman! That would be too much for a neophyte legislator.

We could only pray that the Hongkong court could be as practical as expected and in the process could spare Cong Singson from its harsh penalties. Cong. Singson, who is now under bail in the Chinese territory is waiting for his final verdict on his charges, come January 26, this year.

On the other side of the story, the Singson experience is an eye opener for other legislators who just like Singson is also using illegal drugs, if any. We do not want to accuse anyone. But if Singson, as admitted is using illegal drugs, others may have done it or perhaps there are other legislators still doing the same, even at this writing. It only happens that only Congressman Singson was caught en flagrante and arrested at the moment, and no less in another country. Yung iba ay hanggang ngayon ay hindi pa nahuhuli.

But early on, his father Chavit have expressed his worries over the situation of his son. In a PDI news, Chavit was quoted as saying, "I'm afraid that my son's case would be used as an example by the Chinese authorities who are still fuming over the hostage incident." The incident that killed seven (7) Chinese nationals, all tourists during a failed rescue hostage taking involving a police officer, who in the process also died. However, Chavit have high hopes that his son could get an acquittal on grounds that, as he said his son's situation was a case of frame up.

Here at home, Chavit, the father, has appealed to his son's co lawmakers in congress to go slow on passing a judgment against his son, saying they {Philippine legislators) should wait for the Hongkong judgment of his son. What if, the court would find his son no guilty of the charge? Can he get back into his position if sooner they terminate him?

Gen. Garcia must spill the beans

The smell seems so terrible now, that no can anymore bear.

Umaalingasaw na ang amoy, at tila hindi na kayang singotin pa. Ang panahon ay ngayon na. And it is time for Gen. Garcia to start spilling the beans, that is if he wants to save himself from greatest AFP blunder of all times.

The government is just glad to start opening the can of worms that retired Major General Carlos Garcia had, in all his life been keeping inside his closet. And opening it, would surely spell who among the many astute and wise AFP generals are involved in the massive stealing of government funds during their hey days at the helm. The public could now be happy to know them by names. This scenario would now disprove the issue that the AFP is the most honest agency of government, speaking about the massive graft and corruption issues happening in this government.

With Gen. Garcia's involvement in these crimes of all times, at least there is no more agency in the government today that could safely say that they are no kawatans of government funds. Under our system of government, whoever must be in that position must admit that he is not exempted from public suspicion that he is a thief, a hold upper, a rapist, a plunderer, name it and that's it. It might be for this reason that people, by using all other means of foul plays join politics, in the hope that once he is there with power can enrich himself by squandering people's money, under the guise of public service.

This is what happened to Gen. Garcia. How can one expect an AFP employee amassed PHP303 million pesos while in office with a salary only of say PHP35,000 monthly? A wife and sons jet setting abroad, many times over, carrying cash money in their luggage in hundreds of thousand dollar denomination? And to claim that that money was hard earned? My friends, tell that to the Marines!

I agree with Senator Santiago saying, Gen. Garcia could only be a fall guy. Meaning, Gen. Garcia being the AFP comptroller and as custodian of funds, may have been tolerated by some of his superior officers to go on with the business under the arrangement that hati-hati tayo pag dating ng araw. And these things happened during which Gen. Angelo Reyes was the DND chief.

With Paranaque congressman Roilo Golez' efforts of investigating the case further, we feel the government is using its effective dragnet in order to haul the biggest fish, crocodiles and sharks behind these massive stealing of government funds and torch them to die in the gallows. It can be remembered that Gen. Garcia who became the star of the show have pleaded guilty to a lesser offense, thereby granting his right to bail under a plea bargain arrangement. But his plea bargain between state prosecutors handling Gen. Carcia's case and the Ombudsman is now being questioned some other sectors of the society.

With this development going on, there is a fair chance that more high ranking military officers in the past, even if they have gone on full retirement, and assuming are now living abroad enjoying their loot will be summoned to shed light on the issue and get their individual share of the handcuffs.

Life at Lingap Center, sad and deplorable

With the family, we visited Saturday the Lingap Center at Barangay Dao, this city, purposely to look into the plight of the children being housed in that poor and shanty institution. Thru its caretaker of the day, Evangeline we were appraised of the situation regarding the profile of each occupant, I am referring to the children inside the center. There are at least 20 young souls inhabited the center. Young boys and girls, ages ranging from 2 to 16 years old, consisting of abandoned, abused and stowed away from cruel parents, as well as children who run away from home because as they revealed have nothing to eat at home.

It was an inspiring experience because, it was my daughter Lily Kristine based in Cagayan de Oro who was interested to meet the Lingap kids as part of her panata for year 2010, she being an active missionary worker of a local Church in that area.

My son, Bong and wife Matel who are both employed with the NSO and Pagibig, respectively brought along some hand me down goods and food which the children shared and enjoyed. With my wife Lyds, Bong, Matel, their only daughter Sophia Marie and Krisitine, we were happily met by the children and ushered them inside their quarters to see what's life inside the center.

Life inside the center is sad and deplorable for the children. Not much on food, Evangeline has revealed. The city DSWD, through the city government saw to it that the children get their food on time under the stewardship of the Social Welfare Development. The Lingap center management gets a good budget, through the city government. But what is needed more is to provide a little decent home of the pitiful children out there sleeping on dilapidated mats and pillows, worn out foams that is only fitted for rabbits and pigs at pig pens.

What if the million funds spent on firecrackers during Christmas, new year celebration and or a show for visiting dignitaries, part of it would go for the children, would there be quarrel on that?

It is a matter of concern for our local city officials to look into the plight of occupants at the Lingap Center. The center is the brain child of the city government. Mayor Co and the rest of the Sangguniang Panglungsod members must open up their eyes on this problem. LGU officials enjoy much of the abundance in life out of city funds, but the children at the Center are not. The children are truly the hope of the nation. It is for this reason that we, the elders must provide them what is best for their life in the preparation of their growing old and becoming a useful members of the society.

To Mayor Co, the next move is all yours to do.

Dir Valero and the Lingap kids

It's unfortunate NEDA Director Arturo Valero is not in the capacity to help the children at the Lingap Center in this city. Director Valero does not appreciate children in need. It was for this reason he declined, refused or, if needed even consigned the ZPPI's tickets away into the garbage box for its media request for help finance the children's project, on this Yuletide season.

Like Director Valero's children the Lingap kids need to be happy this Christmas because it is only during this season that one understands what is gift giving especially for the poor children. It is during Christmas when one can tell the kind of person or Office Head you are, through the help you extend towards the others. Unfortunately, Director Valero is not that kind. He does not belong to the poor sector. And he is not pro poor. That is why he is not interested to help the children at the Lingap Center who are marginalized and malnourished. The good director does not need media mileage anyway. Why should he give support to ZPPI?

Giving the Lingap children a good look this Christmas is the media's concern this season. It was for this reason that the general membership of the Zamboanga and Pagadian Press, Inc. launched a raffle draw purposely to raise funds to finance its projects. And the Lingap kids is one. A lot of sponsors both from the private sectors and government welcome the idea that is so laudable enough. After all it is only during Christmas that one reaches out to give his best.

But that NEDA, being headed by Director Valero is not interested to help. And his reason is simple. He has returned the ZPPI request simply because his office does not have enough funds to pay for the two stubs of raffle tickets valued at P1,000, at the rate of P10 per raffle ticket. The ZPPI would even be a lot happier if Director Valero, out of curiosity, donated even one (1) raffle ticket worth P10 Pesos for a sickly and malnourished child at the Lingap Center. Returning the raffle tickets was not a problem for ZPPI. But the act of returning the tickets alone constituted an insult to injury on the leadership of the media community in this city.

In his letter to Ms. Remai Alejado, ZPPI Chair of the Committee on Ways and Means, NEDA Director Valero said "we regret to inform you that our office is currently experiencing tight budgeting due to the withholding of unreleased MOOE budget for this year. Consequently, we are returning the raffle tickets enclosed because we have no enough fund to pay for it."

Without Director Valero, the ZPPI, thru its young and ever blooming ZPPI president Charnyl Albaracin, and in coordination with the other government agencies in this city sympathetic to the cause of charity will push through on its bid to help the Lingap children. This year's project is one of ZPPI's targets of performing its corporate social responsibility to the community.

Noynoy is undaunted, will pursue searching for justice

Noynoy is not yet down and out in his quest for justice.

He may pursue some other ways in searching for truth. He minced no words on the Supreme Court declaring his Executive Order No. 1 creating the Truth Commission unconstitutional.

But his silence cannot be underestimated. From within, everybody seem to speculate that one day he would be firing his guns against those midnight appointees at the Supreme Court, who caused his plans bungled. It was his earlier commitments to the people during his campaign sorties, that he wants to go into the bottom of the graft and corruptions happening in the country. And give the Filipinos justice on the manner how previous administrators of government wangled the people's money. Graft and corruptions that made the Filipino people suffer until now. Anomalies and shenanigans of his predecessors. That includes other administrations ahead of him. That is the very reason why he wants the Truth Commission created. The purpose is to investigate them.

But of late, the Supreme Court justices turned its tables against Noynoy. Torpedoed Aquino's Executive Order by declaring it illegal and unconstitutional. This is where the fireworks between Malacanang and the Supreme Court has started. We expect more missiles from Malacanang to fly high.

Reacting to this development Aquino released statements assailing the actions of the supreme court justices playing to be deaf and blind and added he would not allow them to stand in the way of his campaign against all abuses in the government.

Retired Supreme Court Justice Hilario Davide, Truth Commission head, appeared not disturbed on the Supreme Court's collective action against the EO, saying he is not yet conceding because the game is not yet over. The Office of the Solicitor General is filing for a motion for reconsideration. Davide added that he can not find any ambiguity or infirmity in the Executive Order, for which the justices would declare it illegal and unconstitutional, adding that such a decision could only wreck destruction on an important pillar of the Aquino administration in its fight against graft and corruption.

On the other hand, in criticizing the Supreme Court Justices over its decision, Cebu Regional Trial Court Executive Judge Mienrado Paredes labeled the supreme court a "political supreme court." Paredes said, the Supreme Court Justices, including Chief Justice Renato Corona who also voted against the Truth Commission failed to depend the last bulwark of democracy. The Supreme Court being the last bulwark must be defended. But we have to criticize some acts of the justices to ensure the independence of the institution, Paredes was quoted as saying.

It is noted that irregularities in government from year 2001 up to June 30, 2010 were not investigated because the DOJ and the Office of the Ombudsman were under GMA's control. The Supreme Court should have declared the Truth Commission constitutional so that all these issues can be resolved once and for all, and everything can be put to rest.

Mining equipments finally pulled-out from Midsalip

MIDSALIP, ZAMBOANGA DEL SUR — The struggle of Subanen tribe to conduct
prayer rally and human barricade against mining operations in their
communities finally gained a victory and to everybody who join the
cause following the total pull-out of mining equipments from the area.

The picket began on October 5 in the tribal village of Brgy. Sigapod,
two days after residents discovered the presence of drilling
equipments waiting to be brought into the forests of Mt. Pinukis.
Another picket followed on October 9 in Brgy. Guinabot where another
set of test drill equipments was also brought up into Mt. Pinukis.

Mount Pinukis is a sacred mountain of the Subanen tribe, its
tributaries flows to three major bays in Zamboanga provinces. Three
main and many smaller rivers and streams would be affected by the
proposed mining. Agriculture and fishponds would be destroyed or
damaged if the watershed is affected by siltation or acid drainage.

The investment by the National Irrigation Administration and farmers
in irrigation may be wasted; moreover, many farmers may not be able to
repay their loans for irrigations infrastructure and equipment. The
Department of Agriculture would not be able to meet its targets to
increase food production, these was disclosed in their petition by the
members of the Tumanod Pusakal Subaanen Dig Midsalip (TUPUSUMI) during
the peaceful picket and prayer rally.

Mining will also affect the significant investment if the
international community in reforestation. It will pollute and cause
erosion and siltation of the rivers, exacerbate geohazard and
landslide problems.

There will be a risk of flooding and pollution of the main fish
farming and fresh water and marine fish breeding grounds; also the
flooding of lowland communities, which the forest and water catchment
currently protects, these were also the findings by The Working Group
on Mining in the Philippines (WGMP) during the conduct of case study
in the area.

The equipments are owned by the Construction and Drilling Specialists,
Inc. (CDSI) based in El Salvador, Misamis Oriental, which was
contracted by Geotechniques and Minerals Inc. (GAMI), Alpha Sibuco,
and Cebu Ore.Mineral Production and Sharing Agreement (MPSA) which was
issued in 2009 by the Mines and Geosciences Bureau (MGB), covering
some 592 hectares that include Mt. Pinukis, a critical watershed area.

At the height of the picket, the community officially wrote a letter
to National Commission of Indigenous Peoples (NCIP) Central Office in
Manila, Department of Environment and Natural Resources (DENR) Central
Office and MGB Central Office to immediately investigate the mining
activities inside the ancestral domain of the Subanen tribe without
the genuine free prior and informed consent of the tribe as enshrined
by the Indigenous Peoples Rights Act (IPRA) or R.A. 8371 and the
mandatory community consultations as protected by the Local Government
Code of 1991. The letter was handed to the abovementioned offices by
the Legal Rights and Natural Resources Center-Kasama sa Kalikasan
/Friends of the Earth-Philippines (LRC-KsK./FoE-Philippines).

The IPs community will be impacted of mining processes in their lands.
Their right to Free Prior Informed Consent has been denied as the
processes facilitated by the NCIP were seriously flawed. During the
fact finding mission of July and August 2006Clare Short and the team
met with the National Ombudsman. She invited the Subanen community to
submit a complaint and promise to act on it. The complaint was
submitted in 2006. however, to date there appears to have been no
action taken with regard to it. The NCIP now claims that the Subanen
have given their consent to mining exploration.

The Midsalip Community resiliency is not new, in fact, it's the
longest community opposition against mining inside the ancestral

We have never had a clear and strong stand against the concept of slavery or wars, to spread our religion and to subjugate others to Islam and force them to pay a humiliating tax called Jizia. We ask others to respect our religion while all the time we curse non-Muslims loudly (in Arabic) in our Friday prayers in the Mosques.

What message do we convey to our children when we call the Jews "Descendants of the pigs and monkeys".. Is this a message of love and peace, or a message of hate?

I have been into churches and synagogues where they were praying for Muslims. While all the time we curse them, and teach our generations to call them infidels, and to hate them.

We immediately jump in a 'knee jerk reflex' to defend Prophet Mohammad when someone accuses him of being a pedophile while, at the same time, we are proud with the story in our Islamic books, that he married a young girl seven years old (Aisha) when he was above 50 years old.

I am sad to say that many, if not most of us, rejoiced in happiness after September 11th and after many other terror attacks.

Muslims denounce these attacks to look good in front of the media, but we condone the Islamic terrorists and sympathise with their cause.  Till now our 'reputable' top religious authorities have never issued a Fatwa or religious statement to proclaim Bin Laden as an apostate, while an author, like Rushdie, was declared an apostate who should be killed according to Islamic Shariia law just for writing a book criticizing Islam.

Muslims demonstrated to get more religious rights as we did in France to stop the ban on the Hejab (Head Scarf), while we did not demonstrate with such passion and in such numbers against the terrorist murders.

It is our absolute silence against the terrorists that gives the energy to these terrorists to continue doing their evil acts. We Muslims need to stop blaming our problems on others or on the Israeli/Palestinian conflict. As a matter of honesty, Israel is the only light of democracy, civilization, and human rights in the whole Middle East.

We kicked out the Jews with no compensation or mercy from most of the Arab countries to make them "Jews-Free countries" while Israel accepted more than a million Arabs to live there, have its nationality, and enjoy their rights as human beings. In Israel, women can not be beaten legally by men, and any person can change his/her belief system with no fear of being killed by the Islamic law of 'Apostasy,' while in our Islamic world people do not enjoy any of these rights.  I agree that the 'Palestinians' suffer, but they suffer because of their corrupt leaders and not because of Israel.

It is not common to see Arabs who live in Israel leaving to live in the Arab world. On the other hand, we used to see thousands of Palestinians going to work with happiness in Israel, its 'enemy'. If Israel treats Arabs badly as some people claim, surely we would have seen the opposite happening.

We Muslims need to admit our problems and face them. Only then we can treat them and start a new era to live in harmony with human mankind. Our religious leaders have to show a clear and very strong stand against polygamy, pedophilia,slavery, killing those who convert from Islam to other religions, beating of women by men, and declaring wars on non-Muslims to spread Islam.
Then, and only then, do we have the right to ask others to respect our religion. The time has come to stop our hypocrisy and say it openly: 'We Muslims have to Change'.

For the second time, media is again being blamed to have blown the issue further. Blowing the issue into an alarming proportion? President Benigno Aquino III said, it was the media who created the impression that his administration was clashing with leaders of the Catholic Church. There is however no truth to it. Wherever the controversy is, media is there to inform. Perhaps it is there to intrigue. Media is not the culprit of the reproductive health.

As could be gleaned in the many reports in the internet, President Aquino is not about to change his stance on an informed family planning. As President, that should be the case. It is to be remembered that when he was senator he was pushing for the approval of the reproductive health bill. He was among the many senators and even congressmen who wanted the controversial piece of legislation purposely enacted, to guide all couples in the country decide on the size of their family, using contraception as a way of life. Unfortunately, the Church and other sectors however opposed it.

The country's leadership is now bent on curbing the ever increasing population now at 94 million mark. By year 2011, it would surely hit million souls. The RH bill had been there but dragging by decades. Sailing under rough seas because whoever President in the saddle is being pressured by the critics of condom, foremost is the Catholic Church. Any President for that matter hopes to make its people live economically sustainable viable. But under the present setup, the leadership the Church is hard put. The resources of the government apparently cannot cope up with what the people needs.

The government is saddled with problems on lack of employment for its people. For this reason, even wives have to leave their homes and children in order to look for jobs abroad. Graft and corruption too, among our people in the government has made us bad in the international eye. According to UN findings, time would come, not too long from now, that Filipinos would live in a square meter land space, if population is not drastically checked. Food production is not enough to sustain our people. We resort to buying from other countries just so we could sustain 3 square meals. Every day we find people scamper for shelters. But the government insist on demolition of illegal shanty dwellings. The population is swelling, yet our lands, not growing, either. What is the future of the children, if government continue its lackadaisical attitude of leading our ways?

President Aquino could be right. He must move between heaven and high water to push for the RH framework. Undaunted of the threats of excommunication, the time has come to make the sure hit stance to alleviate the plight of this nation. The Church maybe opposed to contraceptive family planning. Let it that be. The Church does not have an alternative on how to stop blooming population and save the future of the Filipinos.

There are church members, big tithers at that, actually embracing contraceptive family planning right now. They are ripe for excommunication. Excommunication it must start from our own backyard. Excommunicating Pres. Aquino could be a wrong move on the part of the Church. What are the talking points and let's start talking. One cannot get what he wants if it resorts to blackmail. Has the Church now been soften in its stance against RH bill?

It was CBCP earlier, thru its president Bishop Nereo Odchimar threatening President Aquino for excommunication from the Church, should he pursues the passage of the RH bill into law, saying the media took him out of context. Adding that the highest Church body had not contemplated such an action against the President. This, Odchimar said after he was bombarded with massive protest from the pro RH sectors of the society.

Bishop Odchimar denied having threatened Aquino with excommunication from the Church if he continue to support the use of artificial contraceptives in curbing and addressing population problem and poverty of the country. The president of the bishops group however admitted having mentioned the great possibility of Aquino for excommunication while being interviewed, over the Church run Radio Veritas. His statements regarding excommunication concerns were carried in various radio stations and newspaper nationwide, to include perhaps the international media. Now he denies having authored such an irresponsible matter.

In a Catholic news service with editorial headquarters in Bangkok, it highlighted a headline "Bishops threatened Aquino with excommunication" This news service entity has its bureaus and offices in 22 Asian countries, with Rev. Fr. Michael Kelly, SJ as its head. In his statements, Bishop Odchimar maintained that Catholic Church wanted to address the reproductive health issues in the spirit of dialogue and not on confrontational manner. There is nothing more important, except to sit down and talk over the issue. And live happily ever after.

So that with bishop's earlier threats of excommunicating the Presidient was of his own, as it has nothing to do with the collective stand of all the Bishops comprising the entire CBCP organization. "While the prevailing sentiments amongst the number of Bishops was that of the dismay and frustration over the reported stance of the President regarding artificial contraceptives, imposition of the canonical sanction however, has not as yet been contemplated by the CBCP." Bishop Odchimar was quoted as saying. His statement earlier made however can be viewed as premature and a misplaced one.

CBCP media news director Pedro Quitorio rising in defense of Bishop Odchimar faulted the media for trying to misunderstand the Bishop of his good intention regarding the use of contraceptives. While abortion is a ground for excommunication, advocating the use of contraceptives may not be enough ground to consider for harsh penalty, such as excommunication.

From our own view and understanding, the use of contraceptives by couples is merely to prevent conception. Nothing is there to be conceived because conception it is being prevented. Now that there was no conception, there is no life involved and therefore there is nothing to be killed. There is nothing to be aborted. Then why take too much fuzz about reproductive health? I may be wrong. Admittedly, I am no expert on this thing. You can make your own option, anyway. And whatever your choice is, may be, it is as good as mine. Mayor Co, is like Piolo

President Aquino is just so humble. Being the first bachelor president of the country, perhaps he wants to enjoy a low profile lifestyle. He finds awkward seeing his picture on tarpaulins and billboards. Last Monday night, at San Francisco airport he ordered the immigration officers at the airport to remove his photo printed on BI cards. He saw the cards bearing his picture while filling the same inside Philippine Airlines, on his way to San Francisco.

President Aquino issued directive to his Cabinet and heads of different agencies of the government, including GOCCs to refrain from associating his personality and identity with their programs and projects, as he does not want tarpaulins, billboards and other propaganda materials bearing his name and image. But according to sources, Pres. Aquino's order to remove his image from the cards was not immediately acted by the Immigration officers because there were no immediate replacements on the 30,000 cards needed daily for distribution at the NAIA for arriving and departing passengers.

Earlier at home, President Aquino ordered all tarpaulins and billboards carrying the images of politicians shut down, citing no reasons why should it be removed. For us, reading between the lines, the motive of the President is to lead a frugal and inexpensive administration of government, playing himself a role model. And the funds use for these billboards could still be used for other essential services, especially intended for the poor and downtrodden.

But here in this province and city, it's a different settings. Just like outlawing wangwang, local officials hereabouts expressed disfavor over President Aquino's negative view on tarpaulins and billboards. Shown differed outlooks on propaganda materials being hanged and displayed on where projects are being constructed. They said billboards are self fulfilling gadgets because it can pinpoint responsibility, just in case projects are abandoned by contractors. Leaving the projects unfinished, yet its funding is gone. Responsible persons involved in the botched projects are easily traced.

But the whole truth is that these tarpaulins and billboards, sporting sardonic and smiling faces of public officials, command guidance in the barangays whom to vote in the election, because the projects could not have been made possible, if not of the respected (maayong laki) politician on the face of the earth. This is why President Aquino dislikes tarpaulins and billboards, and ordered them removed, once and for all. But in this city and province tarpaulins and billboards are still here to stay.

In this city and province, City Mayor Co's image is printed anywhere. At the C-3 commercial mall that is approximately 80% nearing completion, a cinema size tarpaulin carries his half bust smiling colored photo. In business licenses, trike fare matrix and others too, apart from seeing his printed name in bold letters in travelling sound systems, other mobile gadgets and etc., being used by barangays during special events. But not one guy this city has ever raised a complaint about tarpaulins and billboard carrying the mayor's image because the truth is Mayor Co looks like Piolo Pascual in real life. He is handsome and a dashing guy that most women, including his wife, Ilang Ilang Co always dreamed about.

Similarly, in the highways as well as in road construction sites particularly on a 31km road stretch towards San Pablo town, tarpaulins and billboards carrying the images of Governor Tony Cerilles, his wife, 2^nd district Congresswoman Cerilles and his only begotten son, Ace are still very much evident. These images however are not so important for the people in the barangays. What is necessary is the fact that these projects are what truly Gov. Of $434 million US aid, how much would go to corruption?

The statement of US Secretary of State Harry Clinton to President Aquino during their meeting at the Waldorf Hotel in the US was loaded with meanings. Which if I would say it in my own opinion, Secretary would have said, here's money for your people to play with in the hope that the thieves would make things out of it.

The amount of $434,000 million dollars or roughly P19 billion pesos was granted by the US, through Philippine President Noynoy Aquino during his weeklong visit in that dollar country, this week. The money is intended to fight poverty and corruption. That is how low the Americans look at us, the Filipinos. Sec. Clinton aired her call during the signing of the Assistance Compact attended by other US officials, highlighting the visit of President Aquino.

How much of the P19 billion pesos would go to graft and how much would go to the project? Will the intended beneficiaries be directly benefited? Or would the amount only go to the hungry politicians who under the guise of sound management utilizes the fund as they want, instead of funding the most needed aspect of development, particularly those that would benefit the unemployed instead of going abroad and find jobs for their families. That is the purpose, is it not? Mrs. Clinton? The money was awarded to build roads and carry out projects aimed at reducing poverty and fighting corruption as awarded under the US-run Millennium Challenge Corp., (MCC) chaired by Secretary of State Harry Clinton.

The MCC is an independent US foreign aid agency that helps developing countries reduce poverty as long as they meet performance criteria on democratic principles and the rule of law, and for that matter the Philippines is one.

"We hope Mr. President," Secretary Clinton said to President Aquino, "the people of your country will be able to make good living in their own country. And in order to do that there must be a partnership that creates the condition for economic opportunity." Sec. Clinton knows how smart the Filipinos are. She knows how the Filipinos work. She doesn't know however if there is any other group of people anywhere in the world that works harder than Filipinos, she said. She added that Filipinos were only prevented from achieving economic successes because of corruption in the government. Sec. Clinton's message to President Noynoy was emphatic and its meaning was indeed tall. The signing of the compact assistance to the Philippines was made possible because of the commitment of evidence shown in the leadership of Noynoy Aquino to deliver to the people what the US believe and represented in his (Noynoy) promises during the recently concluded elections.

On one hand, President Aquino in responding said "if the American people, through their government can commit resources to their friends, their friends owe it to those fledging assistance and to themselves to be the worthy stewards of what they will receive." Inmates to pay rentals?

A day would come in the calendar that an inmate who's facing a case of murder, is doubly charge for another case of murder. Na murder na, minurder pa. This is so when the plans of the Jail Management and Penology BJMP) would push for its novel proposal that an inmate, especially if he belongs to an affluent family to pay rentals for occupying a space inside the jail.

Sounds ridiculous, but true. It may not be a practice here, but other countries are. And it said, this is accordingly to solve its perennial problems of budgeting. BJMP officials are suggesting that some inmate should share with the bureau's burden by paying rentals of the space they occupied, food services, electricity and water consumption during their stay inside the jail, while their cases are being heard in the courts. "Limited budget and the increasing demand for it" was how Jail Director Rosendo Dial explained the rationale of the propose scheme, known in the United States, as "pay to stay." That is thinking out of the box, he said.

The government is spending a yearly budget for its operation, and if plans would push through just like a slaughterhouse or a talipapa, it becomes the jail a revenue earning entity or an economic enterprise of the local government. It is time for our jails to give back to the government coffers, Dir. Dial said.

But not all the inmates could shell out the monthly rents because not all the inmates belong to affluent families. 95% of those who are occupying the facility today comes from poor families. And in the first place who would like to stay in jail only to pay rental, or for its food , electricity and water expenses? What is being considered is the 5% of the inmates who are rich and moneyed are the ones that pay the rentals and other expenses. The plan however is not considered final as it comes as yet through proper legislation. And the bureau is merely toying about the plan as it only drew prevailing trends on jail management across the world. The BJMP however at the moment isn't sure how much charge for an inmate, explaining that the scheme is still under study.

This year the BJMP is requesting an increased budget of P5 billion pesos or a 10% increase from its previous operation in view of the bureau's increasing expenditures on food for the inmates. The BJMP spends billions of pesos a year, making the bureau always at its budget ends because the expenditures is so huge, yet nothing returns to the coffers. For which reason the agency has to cut its major, major spending on capital outlay as it only focus on the growing expenditures on food and personnel. With an estimated 60,000 inmates detained in various facilities nationwide, each detainee is allocated a P50 meal everyday which runs to P3 million daily for food alone, sources said.

Billions are spent each year for jail management alone. And most assuredly hindering the bureau from achieving its primordial goals, even to the extent of being sued for human rights violations, with the kind of jail conditions that is truly unfit for human habitation, acknowledging that even the jail facilities in Quezon City and Manila that are heavily packed with inmates and any person's stay in these facilities can be considered as a form or torture. Make love, not war. This should be the battle cry of President Aquino's administration. In a way, all of his men can demonstrate their social corporate responsibility towards its people they want to serve. With the infighting of his men within the two groups, is a tendency to ruin the whole organization. Sadly, this is how people observed on Pres. Aquino's three months old administration.

But to the point of self destroying each other withinthe Samar and the Balay group, could mean that Noynoy's leadership is weak. No less than two senators have observed the infighting of the two groups, saying President Noynoy's administration has deeper factionalism, and at its worst than the Edsa revolt. From the administration of the late Cory Aquino to Ramos to Erap and Gloria was observed different faction fighting each other. Only Noynoy's administration has too many factions and competition so deep rooted.

The observation is that, even before Noynoy assumed the presidency his core team of supporters hastily assembled has always been filled with tension and conflict, Angara said. These groups are competing against each other on the sharing of seats in the cabinet, including budget allocations. Kanya kanyang diskarte to gain power and influence over the other.

The first time in the history that Malacanang is found wanting of a female touch. A First Lady to attend to the other needs of the Presidential leadership. But definitely, this could not be the reason why the President's team of supporters cannot agree with each other face to face. Or could it be that Noynoy is just too lenient and soft to his supporters who have contributed for his victory?

But as head of state the President above all commands respect especially from people working under him. President Aquino must change his campaign slogan from "kayo ang boss ko" to "ako ang boss nyo". Amen

With Gen. Jesus Versoza went on retirement, comes now Gen Raul Bacalzo, the new head of the PNP. Just like Versoza, Bacalzo has his own way of stamping out jueting. But like Versoza who failed to stop Jueting during his stint as police director, many can bet their last centavo, this time --- the same story could happen also to Bacalzo. Bacalzo just the same cannot stop Jueting.

If in the heart, the PNP would put an end to Jueting, for sure Jueting can stop. But who would dare stamping out Jueting when Jueting business "is a goose that lays the golden eggs for the police." In this city a woman named Nelly once said her budget for the PNP is P1million a month, just so her daily operation of Swertres gets through daily. She said she delivers P250,000 weekly to the cop's wife.

Now, If you are in the same shoes, would you allow slaughter the goose that gives you eggs and lean meat every morning? The same thing is happening in the provinces, cities and towns. The reason why in the LGUs go all forms of illegal gambling, the video karera business, tong its, and even all sorts of nakawan thriving, day in and day out. Needless to say, law enforcers tolerate them. This is where the unscrupulous cop get extra money to fund their clandestine and underground industries.

I remember, one time when I was still in the government service, a cop in a small town once said, he will not hesitate to haul all operators of illegal gambling to jail when arrested. Sad to say however, that in 30 years, until I went on optional retirement, I've not witnessed a cop arrested a true illegal gambling operator. If ever there were few arrests in the past, a mere compliance of law, and a noon time drama. Today, illegal gambling is still the game of every cop, anywhere. Whenever there is a cop, there is illegal gambling. Such an experience taught us a lesson that whenever a police says he does this thing, he means the other thing. Iba ang sinasabi kay sa ginagawa.

Then how can we stop Jueting and other forms of illegal gambling? As new head of the PNP, Director Bacalzo has one "strike policy." Sounds new and looks effective. When implemented in the countryside, this policy becomes the same dog, but in different collar. According to Balaclzo's new policy any cop involved in Jueting or any illegal gambling in his area of assignment, is deemed removed and fired. But Dir. Bacalzo cannot just fire an erring cop. Everything must go to a process. In our courts of justice many things can happen. Ours could be an unsolicited advise. Dir. Bacalzo should be more cautious, careful and prudent in dispensing justice toward his men. Otherwise, another PO2 Rolando Mendoza could happen again. Remember the hostage fiasco? So how could President Aquino push his anti graft and corruption reforms with the kind of attitude his men in the bureaucracy are backing him up? Much to his desire to stop this dreaded menace. His promises might end up only in words. Pres. Aquino cannot just easily do it with the same recycled officials in the bureaucracy? The same people being involved in major, major graft and corruption issue many years back. It is of no use at all. It is a pity for Lengayen retired Bishop Cruz. Whistle blowing makes no sense, nor makes one a good hero. Naming people of President Aquino's involvement in the Jueting issue may take a long, long story. Worse because Pres. Aquino doesn't even believe his men are on the take, unless evidence would show. Cruz now is the crux of Jueting. Bacalzo on the other hand, had ordered his ground commanders to come up with comprehensive plans in order to stop Jueting. Sandra Cam, a self-confessed bagman of Jueting lords pointed her fingers at Gen. Bacalzo, being one of the top officials of Pres. Aquino who received Jueting payola. Even Gen. Versoza who is now retired was not exempted. He waseHe wHHH accused too as having received P5 million of Jueting money. But both Verzosa and Bacalzo who are both Denial Kings denied all the accusations. Bishop Cruz said he is accepting the Senate invitation for him to shed light on his allegations about the 2 Aquino top officials who were on the take. Two high ranking officials of the Aquino government have received P2 million each from Jueting. Bishop Cruz said he will try accepting the Senate invitation for the last time. And if still nothing happens he would quit. That is better Bishop Cruz. Better quit and go to the mountains and together let us plant camote.

Jun Real is back

Watch out! There are a lot of surprises to come.

From the recent chaotic and controversial elections in May, this year, again we are into politics na naman. And this time for the village and youth polls. While there is nothing new, except the usual 4 "g" (guns, gold, goons and glitzes) to dominate the polls, is a law crafted by our legislators that every October, and that is immediately after the national and local elections is held, comes the barangay and SK elections. And yet, same legislators demanded that the barangay elections be postponed to a later date, purposely for them to gain more time and strategy in positioning for the 2013 presidential elections. But their bid for postponement, prompted by their boys in the countryside did not work well. Ayaw ni President Aquino ang Barangay elections. So that on October 25, tuloy ang village polls.

It only proves one thing. That former Cong. Isidoro Real, Jr. is smarter than other election planners do. This is so because, for those who do not want Jun Real at the Capitol, on the contrary Jun is back. And they are wrong because Jun Real has now the grip of power, being the regional head of the LP. And a man very close to the president at that. They way I look at it, Real is not considered down and out. He is coming up with a new breed of politician to be fielded for Congressman for Zambo Sur's 1^st district come May 2013. And this year's barangay polls becomes his daughter Vicky's baptismal of fire, in preparation for the launching of her candidacy as Congresswoman in 2013.

Jun Real in an exclusive interview said, his daughter's bid for Congress has more or less 80% support of the barangays in his district. He may not have the support of the Mayors, because he knows they are more committed to the incumbent governor, but that he said the punong barangays are behind his daughter's bid. Real's daughter having been working in the United States for sometime has to come home to prevail upon his plans for her Vicky to run for Congress, because of the clamor of the people for a Real public service.

In that interview, Jun Real scored his long years of honest public service, started as an office clerk of the then Governor Vicente Cerilles. Later, he was elected board member and served as provincial governor for 12 years, both as governor and congressman. His sparkling victories in the previous elections was considered a record high in this province. He only lost his bid for governor against Auring Cerilles at the time his wife was at her sick bed, and that he got no more time for the campaign. Jun Real graduated his gubernatorial and congressional posts without blemish on any issue on graft and corruption, and that he rested politics without a single case filed at the Ombudsman.

I've asked Jun, why did it come into his mind of fielding his daughter Vicky for the post to face a formidable foe like, Cong. Victor Yu, the incumbent? Smilingly, he said, it is the clamor of the people to have a Real back into public service, now to be ably represented by her daughter Vicky, because the people of the 1^st district are not happy with the way Victor Yu is serving his constituents. As Congressman, his constituents cannot even find him (Yu) in the halls of congress, he said, adding that Yu had not even filed a single bill during his two term stint in congress. One example, Real intimated, he (Yu) was nowhere when Congress was mustering attendance for the ratification of the Freedom of Information bill. The Freedom of Information bill, is killed cold blood

There is only one strong and valid reason to consider. Legislators do not want to be transparent in their dealings with the public. That is with respect to how they would use public funds in funding public projects. They want to continue to hide their transactions from the media to favor their personal gains, short of saying. They cannot only tell the public blunt and free. The more it hide their money transactions, the more money would go down their personal coffers.

The House of Congress, during its historic ending of the 14^th Session, have accomplished nothing, as it closed its doors last night, "but claims of deceit, threats of arrests and declarations of outrage flew fast and furious," says PDI. Declared short of seven congressmen during its session last night, the House slammed its doors without ratifying the most important piece of legislation of all times, the Freedom of Information bill.

As usual the shroud of secrecy over government transactions would still be the game of the day. And the show must go on and on. The media as usual would have no, or limited right to look into how these funds are utilized? How much funds were used for a certain questionable and high profile projects? Where did funds go? Why was the construction of the mansion of the Mayor was completed ahead of the project, and so on and so fort. In short media practitioners would remain blinded over these government transactions far and wide. If I may view how would a legislators say and react to such a situation, one would say "happy days are still with us" because as usual, the media cannot pep in to our dirty linen. That I can dictate my gains.

Its ratification would have been the last step before the FOI bill submitted to the outgoing president, one of the country's best benchmark legislations. Information we gathered indicated that only the Philippines do not have such kind of law. That is perhaps the reason why the media is always at war with our government administrators with respect to transparency of public records on how money are spent and abused.

The proponents of FOI tried to vainly save the 9-year old bill but all they failed. The House cannot muster the needed quorum and House Speaker Prospero Nograles said, no way out. Bayan Muna representative Teddy Casino said the proceedings were a disgrace as well as a fitting end of Congress that for the last three years has zealously protected its President and her minions from being held accountable against the people.

Indeed it was a painful day. Irate Congressman Abante walked out of the hall ahead before the House of Congress closed its doors.

Binay’s whitening lotions and politics

Complexion does not matter at all anyway.

This is so because being brown is indeed beautiful. And I share the same feeling with Makati Mayor Jejomar Binay who didn't criticize whitening lotions that most people use today. He is only against some people getting stuck on the idea of changing what color God gave to Filipinos. Binay is vice presidential candidate for May 10 polls with Erap his running mate. What is wrong with brown anyway. And I concur with him not because I, too is same fair complexioned with Binay. Not because, just like Binay can afford to buy these kind of expensive cosmetics, I am awfully apprehensive of its side effects. Not so much about people who are in showbiz and some of our women today that they have to maintain their lusciousness in order to make money and maintain their beauties.That is their trade and business in order to make a living. Our women even how old they are use cosmetics even in the end they would appear not anymore of the wrinkles uappreciable because their days of wine and roses have ended. But there's nothing wrong about it. Binay admonished all to love their color and don't use whitening lotions. For him using these lotions instead of getting fairer, would make him look more darker. This perhaps one reason why Binay won't even dare using one in all his lifetime.

When Binay was eyeing the presidency people jokingly tell him, that if he ever won he would be the first black president of the Philippines, a snide quip referring to American president Barak Obama, the first American African president. Wherever he goes campaigning, he addresses his audience his kasins, (which means kasing itim niya) or his relatives in color. Others did not know that Binay also looks like me a Dilimanian, from the word "dilim" or dark, even as he warned all and sundry against distorting the concept of beauty by pushing the use of whitening lotions and other cosmetic products. The Caucasians flock to our beaches to get a tan while we, Filipinos hope to get fair complexion no matter how costly these whitening lotions are. Unfortunately however, many of us who cannot afford the high end cost of whitening lotions contend only on the cheaper substitutes in the market which may have contained toxic substances, thereby putting everyone at risk of side effects. Look at some of our women today, sporting wrong imprints on their faces due to low quality cosmetics. Binay to become the next president, and why not? But that is assuming he and his team mate Erap would make up to the Presidency, the second time around, which I believe would not happen anymore, because Erap's time had already passed and that he has nothing more to prove any further. But if Erap is destined by God to win just the same, he can't survive the rigors of the presidency. He either gets retired or die of old age. And presto, Binay will emerge by operation of law to live up to peoples joke that Binay becomes the country's first black president. But that issue is many kilometers away from the truth, because right now, as far as the people's mood is to be considered, Erap and Binay, with barely 70 days before elections, are trailing behind in the campaign trail and would surely cannot make it up to victory.

But whether brown or fair skinned, that doesn't fall under the many worries of Binay. His problem is how to win in the vice presidential race if election really pushes through. There is a great probability that elections might get stalled in view of the poor preparations of the Comelec. Right now the Comelec has still some problems to resolve. One aspect is that the machines needed in the precinct levels (known as PCOS) haven't as yet reached our ports. No trainings as yet been made on teachers who would operate these machines, apart from the fact that there are other major issues being confronted by the Comelec. What happens if election fails? Is a question needing some great resolves on the part of the administration. What we understand however is that Congress has already crafted some options just in case the May 2010 elections gets imperiled. Who would man the government? Some sectors speculate that the military will take over. Others say a hold government will come into play until another elections would again be scheduled. As to the personalities involved who would be these people are, that at the moment we do not know as yet. But our leaders already know who. Cong. Yu is missing in action

Where was Congressman Yu?

At the time of the roll call at the House the other night? Where was he when he was needed by his people most? Why didn't he present himself during that important and crucial episode of the House hearing? Does the Freedom of Information bill important to him? His name was one among those being significantly mentioned in the report who was out of sight when his name was called for the ratification of the FOI .

Was his absence deliberate? Or a simple coincidence gallivanting around? Do I have or everybody has the right to know about his presence there, because we are partly paying for his official stay at Congress? We, the Zambusurians are putting him there and paid for his monthly pay, aren't we? Where did he go that night? Of the total days of his stay in Manila, allegedly on official duty, how many times he absented himself from the House regular and special sessions? How many days has be been there present? Absent? Why? Why was his presence so important so that the bill would be ratified? Does he know pretty well enough that without him and the rest of his 138 self serving congressmen, the bill would not be ratified?

Mr. Victor Yu, Zambo. del Sur's 1st district congressman may have the same or similar feelings with his 138 compatriots at the House whose intention was to derail the ratification of the FOI bill, for fear that once the bill would become a law, all their secret skeletons, including their shenanigan specially in the utilization of funds would be unearthed. That is how I speculate. I may be wrong. If I am wrong, then it is the right of Mr. Yu to correct me, if I am wrong , congressman! But whether am wrong or right, he must explain why he did not appear on that night when his presence was so badly needed.

Mr. Victor Yu, you have a lot of things to explain. Speak it out Congressman, please!

Leaving pensioners bleed and dry

As GSIS pensioners throughout the land suffered because of the limited funds granted as pensions after the hard days work, here is how your money is being wangled by the GSIS management. The word pensioner refers to government employees who upon reaching the compulsory retirement of 65 years of age, are entitled to a meager lump sum and monthly pay based on the number of years in the government and the salary scale of the position occupied.

The president and general manager of GSIS and 8 other members of the Board of Trustees each earned at least a minimum of PHP6 million pesos a year, including bonuses and other perks. The salaries and other benefits of employees are based on a resolution of the board of trustees, adopted in 2009. Under the GSIS pay scale the GSIS president's entry salary is pegged at P356,979.00 a month including bonuses and other benefits.

In the case of Winston Garcia, the erstwhile president and general manager who have been in the GSIS helm for 9 years receives PHP600,000.00 a month. On top of that Garcia was entitled to a mid year financial assistance equivalent to 1 month salary, Christmas bonus equivalent to 1 month salary, year end bonus equivalent to 15 months salary, representation of P250,000.00 per month, and productivity incentive bonus of at the end of the year worth at least P2.4 million pesos

Members of the board of trustees roughly earn the same amount, but their benefits come3 in the form of per diem honoraria. They also get P10,000 pesos per meeting of the GSIS board, which usually comes once a month. Each trustee also is a member of at least of 3 committees, such as oversight, legal and good governance. Each trustee gets honoraria amounting to around PHP40,000.00 for attending meetings of these committees. A member also of the board gets PHP 120,000.00 a month representation allowance, PHP40,000.00 a month transportation allowance, P2,400.00 rice allowance and P8,000.00 clothing allowance. A member of the GSIS board of trustees enjoys other benefits such as membership in a provident fund, optional life insurance, annual medical check up, hospitalization and car loan

It was perhaps for this reason that despite the many brickbats hurled at Winston Garcia during his incumbency as president and general manager, he was kapit tuko to the post, after all where could he get those money if not only with the GSIS, leaving the pensioners throughout the country bleed and dry. With the Quirino grandstand hostage experience ending into a disaster what assurance have we with the PNP to protect our people?

These are matters Sec. Robredo of the DILG and PNP Police Director Versoza, take not sitting down. They should agree that the people's security these days is still in a shaky position. That the police, right now knows nothing speaking about handling situation like hostage and other similar incidents of same magnitude.

One hostage taker as against the fleet of armed SWAT team, numbering hundreds resulting into a scores of death and injured in a 10-hour stand off? Is it not that quite a record of insult and ridicule throughout the world.

A situation that spells the police doesn't not know as yet, how to handle such a situation. That does not mean however that the police really do not know their job. Even with all the million of pesoses that Pagcor had spent on food, allegedly for purposes of training. Remember? Ang dami pang sakong bigas ang kakainin. The country is now in the center of hate and controversy in the international world. Now, is a ban for the international countries to travel to the Asean countries, including that of the Philippines because our police is incapable of protecting our visiting tourists. The influx of tourists has gone stalled, resulting into hundreds of cancelled hotel reservations. That is because our security is inutile.

What about of people in the provinces and cities too? What assurance of security can we get, on a ratio of 1 police to a 1,500 citizens? The community life in the provinces is at stake. A record the country earned its prestige so low. Down economy, Down tourism, reputation and more.

Mine, would be an unsolicited advise. The police should stop blaming the media. The incident was a scoop of the industry. If indeed there was ban against media to cover the stand off, why didn't they impose it? Did they forget? Or they simply did not know what to do, except to pull its triggers and fire? It would have been better if the media been allowed to negotiate with the hostage taker. I am sure PO2 Rolando Mendoza would not shoot at them. And he would gladly accept the media because they don't sport guns and assuredly won't shoot. PO2 Mendoza's demand was merely to reinstate him back to his job and release his hostages, because he knows his conscience was clean. Here Maricor, writes: "To the Hongkong and PRC Peoples: You hate the Filipino people for the hostage fiasco that unfortunate incident that went out of control at the end. This was a hostage situation that was under control and was netted 7 tourists to be released upon the efforts of our policemen.

You appear and sound sanctimonious and have even stepped upon our sovereignty. You have demanded apology, the moon and the heavens. You hate the Filipino people as if we wanted this unfortunate incident to happen. First and foremost, we offer our condolences of the 8 that were killed in this incident. Secondly, we are sorry for the bungled handling of this hostage taking. It was unfortunate. It was an incident, we never planned it that way. Is it fair to blame the whole nation for a situation that was never planned?

Let me ask you this question. "Should we hate you also for the lead poisoning caused by the paint you used in your baby furniture and toys for the children of the world? Should we hate you for the use of cardboard in the "siopao" that you sell to tourists? Should we hate you also for the melamine contamination wherein not 8, but hundreds, maybe even thousands have suffered and some even died?

Or, let us talk about Filipino casualties. A few years ago 3 Filipinos, all surnamed Madrigal, a family of five walking on Tienemine Square and Bejing. One Chinese stabbed the father and two of his children, killing all three. Were you even sorry for what this one Chinese did? Did the Filipino people even demand That China apologized for this unfortunate incident? This was PREMEDITATED MURDER.

Just as the use of lead, cardboard, melamine was premeditated used because they were cheaper materials in order to generate PROFITS for Chinese businessmen. Did you pay damage the same way you are demanding damages from the Filipino nation and people?

Where was the anger of Chinese and Hongkong people? Did you even apologize to the world? My God, in the case of melamine you even kept this information from the world, until you were exposed for what you are!!!

Enough! We sympathize, but don't blame the Filipino people. So you want to send our OFWs home, that take care of your children? They play an important part in your lives. Both espouses are able to work, earn money because of the tender loving care being heaped on your children by Filipino maids and yayas/amahs. While you pay our OFWs for the work they do, you earn more for the love and care they bestow on your children. Go ahead, send our OFWs home. Let us see how that will affect your family incomes. Enough!" Maricor concluded.

RMN-DxPR cites ZSMIT Masscom studes

THE recent Nationwide Medical Mission 2010 during Radio Mindanao
Network's (RMN) 58th year founding anniversary last Aug. 28 is one of
the success stories of DxPR-Pagadian for this year following its big
impact on the lives of the people served.

Although done for the first and in limited time, the said medical
activity is the most exciting for the Mass Communication students of
the Zamboanga del Sur Maritime Insititute of Technology (ZSMIT) who
were able to take advantage of the occasion by showing their spirit of
volunteerism.

The students who volunteered were Maricar Cardona, Saturnino Ora, Mona
Dacudao, Yvonne Galicinao, Franklin Go, Farha Lacbao, Jessa Prado and
Shanie Batinggal.

The eight volunteers were given permission by Masscom Department Head
Helen Ham to participate in the said affair. They were assigned as
"gatekeepers" for the handout of medical coupons to beneficiaries.

RMN-DxPR station manager Alejandro "Kuya Al" Gesta said he has a
growing appreciation for the eight ZSMIT Masscom volunteers seeing
their effort as a chance for a bigger foothold in public service in
the near future when they graduate.

For Gesta, the students' participation is already an impressive
victory for not just for RMN-DxPR but also for ZSMIT Masscom
Department.

The students themselves said they've learned a lot in the undertaking
as they showed sensitivity to the needs of the poor residents availing
of the medical mission and that their perceptions to giving public
assistance mirrors how RMN works and gives unique service.

Cardona and company added that such exposure will help them in their
years of training in journalism from their own school to the
hardlines, in fact, it encouraged them to continue develop the spirit
of volunteerism.

New winds drove RMN-DxPR to innovate the flames of public service when
it initiated its Nationwide Medical Mission 2010 and dispatched its
active volunteers, supporters, patrons, clients and media links.

The result of the whole day activity at the City Gymnasium was
unpredictable as it listed a total of 932 beneficiaries of the medical
check up and giving of medicines.

Participated by different private organizations and government
agencies including the First Infantry "Tabak" Division, the activity
served 270 individuals and another 145 for the dental while the
bloodletting, through the Philippine National Red Cross and AAGAPAY
Guardians Brotherhood collected a total of 58 bags.

The Jun Ubana group was able to render free massage to 124 people
while the Boy Scouts of the Philippines and Tabak serviced 85 people
with free haircuts.

The Tabak, PICPA and COMETS Club Inc. also circumcised 63 children as
31 residents were able to avail of free local and international calls,
courtesy of E-Link Pagadian.

Some 128 residents received free medicines offered by Ramona Land
Corporation and Councilor Arnold "Glavys" Gavenia while 28 availed of
the free professional services and consultations by the Integrated Bar
of the Philippines (IBP), Pag-ibig and the Social Service System
(SSS).

RMN-DxPR chose to conduct the medical mission in an effort to advance
the station's deep involvement not only in public reporting but also
in public service. This is where the ZSMIT Masscom students found
their true-to-life story to tell.

‘Good dental hygiene prevents tooth decay’

PARENTS should teach their children the proper oral hygiene, which is the practice of keeping the mouth and teeth clean, and regular visits to a dentist.to prevent dental problems and bad breath when they grow up.

This piece of advice is from Dr. Simplicio Suarin Jr., president of the Zamboanga del Sur Dental Chapter who said in an interview that regular cleaning of teeth removes dental plaque and tartar and thus prevent cavities, gingivitis, and gum disease.

Suarin and his fellow dentists in Pagadian City recently hosted its regional convention of dentists in western Mindanao attended by some 99 dental practitioners from Bukidnon, Cagayan de Oro, Sulu and Zamboanga Peninsula.

The said convention, Suarin informed this paper, is a continuing education to upgrade dental practice, techniques, trends, knowledge and equipment.

The PDA has said that tooth decay is the most common disease affecting every family and that severe gum disease causes at least one-third of adult tooth loss.

In recent clinical studies, it was learned that poor oral hygiene has a direct link with serious systemic diseases such as cardiovascular disease, bacterial pneumonia, low birth weight, diabetes complications and osteoporosis

Some tooth problems also result to bad breath or halitosis, a term used to describe unpleasant odors exhaled in breathing due to bacteria or otherwise. This, according to Suarin, can lead to viral infection can cause 98 percent traumatic heart failure.

In order to avoid these kinds of problems, one must do proper hygiene through regular dental check-up with the dentist at least twice a year, Suarin said.

“We have observed that most of the patients go to the dentist if they had already tooth problems while others prefer quack doctors instead for extraction of their teeth which is very dangerous due to possible hemorrhage,” he lamented.

Suarin added that a variety of oral hygiene measures have been used for cleaning and care of the teeth. Previous practices in tooth extraction has been done also like artificial replacement, then tooth filling and recently, with the introduction of new dental technologies—zero extraction.

However, this is very expensive, ranging from P300,000 to P900,000 because it is a permanent implant while in Pagadian, Suarin said the most common used is the fixed bridge using porcelain jacket type attached to the original teeth. This costs lesser, from P7,000 to P10,000.

To prevent tooth decay and periodontal disease, Suarin adviced eating a balanced diet and nutritious foods such as raw vegetables or fruits.

Filipino doctors told to lead, quit smoking

THE Philippine Medical Association (PMA), the state organization of physicians, has called for a smoking ban among its members saying the control of smoking should begin from among its ranks.

Aside from its harmful effects to the heart and the blood vessels, quitting the habit will help preserve the dignity and competence of doctors who are responsible for maintaining the health of the public, PMA President Dr. Oscar Tinio told this paper in an interview.

“We are requesting doctors who smoke to quit because you cannot imagine your patient taking your advice seriously because you yourself is puffing the cigarette. Before you cure your patient, you must cure yourself from such habit first,” Tinio added.

Believing that the medical doctor act as leaders in terms of quitting smoking, Tinio said reducing the number of smoking doctors and medical workers can lead to less other people smoking and thus save non-smokers from passive smoking.

The PMA president also said that their organization pushed for relevant legislations aimed in tobacco prevention and control, awareness campaigns and supported the DOH order requiring graphic health information on cigarette packs.

But the no-smoking crusaders continued to face difficulties when the Supreme Court issued a temporary restraining order after five tobacco companies filed cases in various courts for preliminary injunctions.

Last June, the World Health Organization (WHO) has urged the national government to raise taxes on tobacco to discourage children from starting the habit, noting the Philippines is one of the countries with very low excise tax rates on tobacco products.

Manila newspapers reported WHO’s suggestion that the government charge a P5 tax for every pack of cigarette sold in the country and increase this by P5 annually.

Tinio said the PMA welcomes the proposal saying success in this move will be seen in citizens giving up the killer habit because they cannot manage to afford anymore.

For his part, Zamboanga del Sur Medical Society (ZSMS) President Dr. Renaldo Ortiz said that in Pagadian City, it was observed that few doctors are still into the habit. He too hopes that with the pronouncement from their organization, the smoking doctors will soon quit their addiction to smoking.

It can be recalled that in March 1996, the City Council enacted and approved City Ordinance No. 96-132, an ordinance regulating indoor smoking in both private and public offices, schools, and all public conveyances, and providing and designating smoking areas and imposing penalties for violations.

In 2008, Molave drafted its own municipal anti-smoking ordinance while Dumingag followed suit last month.

The IAS was created through RA 8551 by then President Fidel Ramos, also known as the Philippine National Police Reform and Reorganization Act of 1998 and is the institutional watchdog for the PNP.

The IAS provincial office is located inside the Zamboanga del sur Police Provincial Office, Camp Abelon, this city. In Zamboanga Peninsula, Police Superintendent Edmund Saagundo is the IAS regional director.

Based on RA 8551’s mandate, the IAS will conduct inspections and audits on PNP personnel and units; investigate complaints and gather evidence; conduct summary hearings on policemen facing administrative charges; submit a periodic report on the assessment, analysis, and evaluation of the character and behavior of policemen and units to the Chief PNP and the National Police Commission (Napolcom).

The said office also has the power to file appropriate criminal cases against PNP members before the court as evidence warrants and assist in the prosecution of the case and provide assistance to the Office of the Ombudsman in cases involving policemen.

The IAS also has jurisdiction on cases involving unlawful or reckless discharge of firearm; violation of human rights in the conduct of a police operation; tampering of evidences while in the custody of police personnel; torture of suspect in police custody and violation of the rules of engagement.

SPO4 Bienvenido Lumaad, IAS in-charge, disclosed that most of the cases filed against policemen at their office were filled by civilian citizens.

From January to June 17 of this year, nine policemen were slapped with grave misconduct and administrative cases because of unsettled debts while five involved violations against women, particularly impregnation, Lumaad said.

Of the five cases, three involved police officials and the other two were PNCOs, also said SPO1 Christopher Alterado Nasiad, summary hearing officer.

He added that penalty for these cases range from suspension for 11 days for slight misdemeanors to preventive suspension of 90 days for the major offenses. However, only the proper court can impose damages on criminal, civil and administrative cases.

In related news, the Napolcom approved last June 11 a memorandum circular prescribing the guidelines on personnel action of dropping from the rolls policemen who incurred absences without official leave (AWOL).

Napolcom Vice Chairperson and Executive Officer Eduardo Escueta said that very few PNP members “who were dropped from the rolls complied with the prescribed reglementary period due to insufficiency of time to prepare a substantial pleading for the filing of their motion for reconsideration or appeal.”

The new circular allows a policeman 15 days from receipt of the Order of Dropped from the Rolls, to file a Motion for Reconsideration (MR) with the authority who issued the Order, which shall be resolved within the same period.

“If the MR is denied by the PNP Regional Director, or other authorized PNP officers, the concerned PNP member may file an Appeal to the Chief PNP within 15 days from receipt of the Order of Denial. The Chief PNP shall have the same period to resolve the appeal. The Notice of Appeal shall be filed before the authority who issued the Dropped from the Rolls (DFR) Order,” the circular explained.

POPCOM, DOH lead Family Planning Month celebration

The Commission on Population (POPCOM) and the Department of Health
(DoH) spearheads in this year's Family Planning Month with the theme
"May Plano Ako, Kaya Mo Rin Magplano."

During the regular weekly Media Forum of PIA, POPCOM Regional Director
Susan B. Tejada said there are three program components of the
Commission on Population namely: Responsible Parenthood and Natural
Family Planning which includes Family Planning and Reproductive
Health, Adolescent Health and Youth Development and Population
Development Integration.

Dir. Tejada said, of these three programs their office gives more
focus on the flagship program of RPN. And as a strategy, we coordinate
with the local government units and the local chief executives for the
transfer of funds from our office to the LGU concern and for them to
implement the program called RPN.

In this program we give the necessary information to the couple and
they decide as to the number of children they wanted to have and we
also give them the different family planning methods, Tejada
explained.

While in reproductive health, we also conduct orientation to couples
so they can select the good method suited for them, the lady director
said.

On the Adolescent Health and Youth Program, the Director said they are
advocating and sponsoring the Learning Package for Parent Education,
and we have already identified 5 pilot areas where we can teach
parents to be good parents. Teaching them how to cope up with
adolescence, problems and even experiencing, Tejada said.

Tejada also disclosed they conduct orientation on sexuality education
for in-school and out-of-school. And they even tapped the Department
of Education (DepEd) to help advocate the LPED to the parents through
the Parents, Teachers, Community Association (PTCA).

Meanwhile, the Population Development Integration program is the
approach to planning and is being considered in the preparation of the
Comprehensive Development Plan of the LGU's where all factors and
population indicators should be considered, Tejada said.

In Pagadian, City Population Officer Ms. Rodita Casenas said, they are
implementing the flagship program for 2010 by conducting Responsible
Parenting Movement class mostly in the rural barangays.

For 2010 Casenas said, we have reached 376 couples. This project is
being facilitated by the barangay officials through their very active
barangay service point officer or volunteer workers. With the help
also of a very active non-government organization from the United
Church of Christ in the Philippines (UCCP) and the Responsible
Parenting Movement team headed by Dr. Noel Ceniza, Casenas said.

This class is being conducted for couples only with age not more than
49 years old and is focused on the Natural Family Planning Method,
Casenas stressed.

Dr. Noel Ceniza, City Health Officer said, it is a big impact
especially to teach parents to plan their family. The city government
thru the City Population Office do have a family planning program and
has been with us for a long time, Ceniza said.

The program then was funded by UNICEF and WHO, during that time we
have sufficient supplies, unfortunately that subsidy has already stop.
As of now it is the city government through its meager resources
allocated funds for this program, Ceniza said.
